Tsar Alexander II
Tsar Alexander II was responsible for the emancipation of the serfs, which helped to set the scene for later social unrest in Russia. Had he lived, Russia might have followed a path to constitutional monarchy instead of the long road of oppression that followed. The assassination of Tsar Alexander II triggered major suppression of civil liberties in Russia. Police brutality also became rampant because Alexander III, and his grandson, Nicholas II, both future emperors saw what happened and took steps to make sure that they would not also be assassinated in a similar fashion. Both of them used the Okhrana to arrest protestors and uproot suspected rebel groups, creating further suppression of personal freedom for the Russian people.
